If you need to send and/or receive text messages from your web app, you need twilio messaging. They provide an incredibly simple RESTful API for sending messages and receiving messages isn't much harder. The prices are really cheap (starting at $1/month) if you can use a local phone number, but not so cheap (starting at $1000/month) if you require a short code.
